EU Conformity to USB-IF Specifications (IEC 62680)

With the onset of EU Common Charger Initiative implemented by means of the EU Radio Equipment Directive (RED) and the EU Ecodesign External Power Supply (EPS) Regulation, there is a need by OEMs to document and keep records that demonstrate their Portable Battery Powered devices or External Power Supplies conform to the USB specifications required by the corresponding legislation.

EU RED Conformity to IEC Specifications (See IEC for documents):
The EU Radio Equipment Directive requires conformity to the IEC standards noted below (which are different versions from the standards referred to in the EU EPS Regulation).

  • EUR-Lex - 02014L0053-20241228 - EN - EUR-Lex
    • The standard EN IEC 62680-1-2:2022 (based on USB-IF PD Rev. 3.1)
    • The standard EN IEC 62680-1-3:2022 (based on USB-IF Type-C® Rev. 2.0)

Note:  USB specifications are backwards-compatible. Products that are compliant to a newer revision will still meet the EU conformity requirements to the USB specifications.

The EU Conformity to the USB-IF Specifications program is a new program from the USB-IF that provides OEMs/ODMs an avenue to acquire documentation that shows their product(s) conform to the EU mandatory requirements to the USB Specifications and/or the related IEC 62680 (USB) categories referenced in the EU legislation. This program is a subset of the USB-IF Certification programs for USB-C® and USB Power Delivery.

Note: The USB-IF recognizes EU legislation’s allowance for proprietary charging protocols. Products that support such protocols will also be accepted by the USB-IF for participation in this program.

For USB Type-C® Cables and Connectors (both plugs and receptacles) the EU Conformity to USB-IF Specification Program requirements are the same as the USB-IF full certification program. For cable and connector developers seeking EU Conformity, please use the standard USB-IF certification and registration process by completing the respective cable or connector registration forms located here.

External Power Supplies, Hubs/Docks, Battery Packs, USB Type-C Cables, and Portable Battery Powered Devices are required to use certified USB Connectors.

The USB-IF has identified the minimal required tests for conformity to this program. Below is a summarized list of tests for the three product types that can be submitted under the program:

Registering Your Product

To register your product for testing with the USB-IF your company must have a USB Vendor ID (VID). Participation in the EU Conformity (IEC 62680) Qualification by Similarity Program

When products are very similar, testing of one product may allow other similar products to be added to the EU Conformity List without re-testing.  If you already have a product on the EU Conformity List and you would like to add additional model/part numbers, you can complete a Qualification by Similarity request form to add similar models without re-testing. If any significant differences exist between products, testing of each is required. USB-IF Notice of EU Conformity to USB-IF Specifications (IEC 62680)

Once a product has passed the USB-IF conformity testing the OEM will receive the following notification from the USB-IF:

TID XXXX, listed as Marketing Name: XXXX – XXXXX has passed USB-IF EU Conformity testing for Conformity to the USB Specifications and is listed on the USB-IF EU Conformity List in support of the EU Radio Equipment Directive (RED), EU External Power Supply (EPS) Ecodesign regulation and the Common Charger Directive as having passed the XXXX. Testing for this product was performed at XXXX.

USB-IF EU Conformity Notification: This Notice of Conformity serves as a validation/confirmation from the USB-IF that the products in question are interoperable to the corresponding EU referenced USB specifications noted below:

  • The ‘Universal Serial Bus Power Delivery Specification, Revision 3.2, Version 1.1, 2024-10’ issued by the USB Promoter Group and the USB-IF (equivalent to IEC 62680-1-2:2024)
    • Only applies to products that support USB Power Delivery (USB PD)
  • The ‘Universal Serial Bus Type-C® Cable and Connector Specification, Release 2.4, October 2024’ issued by the USB 3.0 Promoter Group and the USB-IF (equivalent to IEC 62680-1-3:2024)

Note: USB specifications are backwards-compatible such that products that are compliant to the newer revisions will still meet the EU conformity requirements to the USB specifications.

OEM Arrangement

If your company is purchasing and reselling under your company name products currently on the USB-IF EU Conformity List under your supplier’s company name, it is possible to have these products added to the USB-IF EU Conformity List under your company’s name without retesting. To do so, your supplier must submit the online confirmation of product identity form for your OEM arrangement. To submit this request, the supplier should complete the form located here.
